Confined space work requires a permit and several designated professionals. The focus of this confined space permit training is on the roles of the designated "competent person" and entry supervisor. It will present an overview of applicable regulations, including the methods and rules that competent entry supervisors must follow before, during, and after confined space work.

A confined space hinders the activities of employees who must enter, work in, and exit them. Working in confined spaces is dangerous and requires specialized confined space training.

Hazards in confined space environments may lead to suffocation, engulfment, and inability to be rescued. Many confined space fatalities involve both the worker and the would-be rescuer.

Who This Course is For

Case Study: Two workers, an entrant and an attendant, were doing maintenance on a manhole with three feet of processing wastewater at the bottom. Both employees had worked in this manhole before without ever testing or monitoring the atmosphere, but never for an extended period of time. The company had a list of safety rules, but many of these were not implemented. While working, the entrant suddenly lost consciousness and fell into the wastewater. When the attendant entered the manhole to attempt rescue, he also lost consciousness. They were both found submerged in the water 45 minutes later and were pronounced dead at the scene. The coroner determined the cause of death to be hydrogen sulfide inhalation. Follow-up testing found the hydrogen sulfide levels to be far above the acceptable limits.

The Occupational Safety and Health Act of 1970 created the Occupational Safety and Health Administration (OSHA). OSHA, an agency of the U.S. Department of Labor, is charged with the enforcement of safety and health conditions of workers through the use of regulations published in the Code of Federal Regulations. OSHA standards are published in Title 29 of the Code of Federal Regulations. Part 1910 is reserved for general industry standards. This course covers 29 CFR 1910.146, "Permit-required confined spaces standard," as well as topics outlined in 1926.32(f), "Competent person."
